Hanoi unveils 2025 international integration plan

Hanoi has laid out a comprehensive plan for international integration through 2025, focusing on expanding global partnerships, enhancing economic competitiveness, and maximizing opportunities from free trade agreements.

  1. Deputy Chairman of the Hanoi People's Committee Nguyen Manh Quyen has approved the plan, which aims to strengthen the city's position in international markets while addressing the challenges of the integration process.

In Hanoi's suburbs, several high-quality urban developments have been built. 


The plan prioritizes economic integration, improving the business environment, boosting competitiveness, and helping businesses respond to international trade obligations. Hanoi will also work to diversify export markets and reduce dependence on a few key trading partners. Efforts will be made to modernize agriculture, promote tourism as a leading industry, and ensure sustainable economic growth.


Beyond the economy, the plan includes political, security, cultural, educational, scientific, and environmental initiatives. The city will emphasize cultural preservation, human resource development and sustainable urban policies while strengthening international cooperation in various sectors.


The Department of Industry and Trade will oversee implementation and report to the People's Committee by December 15. Other municipal departments are responsible for carrying out assigned tasks and submitting progress reports by November 15 to shape the 2026 integration agenda.
