The AOC is required for air carrier to operate aircraft for commercial purposes within specified scope of activities. Under its AOC, Vietstar Airlines is given permission to operate two types of aircraft, including the Embraer Legacy 600 and Beechcraft King Air B300.

Embraer Legacy 600 is a business jet derivative of the Embraer ERJ 145 family of commercial jet aircraft, while the Beechcraft King Air B300 is part of a line of twin-turboprop aircraft produced by Beechcraft.

Vietstar Airlines would be the first airline to obtain AOC for business jets in Vietnam, as the airline is expected to provide VIP service for individuals, groups, local and foreign businesses.

Three major shareholders of Vietstar Airlines include Aircraft Repair Company A-41 under the Air Force and Air Defense of the Ministry of Defense, Vietstar Airlines and Tin Thanh Delivery Express with charter capital of VND400 billion (US$17.16 million).

Vietnam currently has five airlines, including national carrier Vietnam Airlines, budget operator Jetstar Pacific Airlines (partly owned by Vietnam Airlines), budget carrier Vietjet Aviation, Vietnam Air Services (VASCO) and Bamboo Airways.
