Vietnam Gov’t approves pilot smart border gate project with China

The project focuses on transforming the Huu Nghi International Border Gate into a "model border gate", the most advanced land border gate in ASEAN.

Prime Minister Pham Minh Chinh has approved a pilot project to develop a smart border gate at the Huu Nghi (Vietnam) – Youyi Guan (China) international border crossing.

In particular, the pilot project involves the construction of smart border gates at the dedicated goods transportation routes near the 1119-1120 and 1088/2-1089 markers at the Huu Nghi – Youyi Guan International Border Gate.

The project aims to establish Lang Son Province as a major hub for export-import activities, trade, services, tourism, and border economy in the northeast region. Additionally, it seeks to position this border gate as a key gateway for the movement of goods between ASEAN countries and  China, as well as other international markets.

The project focuses on transforming the Huu Nghi International Border Gate into a "model border gate," the most advanced land border gate in ASEAN. This transformation will be based on high-tech applications, with a modern road network connected to seaports and airports, and the establishment of the largest land trade center in Vietnam for goods exchange between ASEAN countries and China.

The project outlines a target to double or triple the current capacity of goods clearance at the specialized routes near the 1119-1120 and 1088/2-1089 markers by 2027. Specifically, the capacity of the 1119-1120 route is expected to increase from 800 vehicles per day to 2,000-2,500 vehicles per day, while the capacity of the 1088/2-1089 route is expected to rise from 400 vehicles per day to 800-1,200 vehicles per day.

By 2030, the project aims to increase the goods clearance capacity on these routes by four to five times compared to the current levels.

The project will be implemented from the third quarter of this year to the end of the third quarter of 2029. The first phase, focusing on infrastructure development, will last until the end of the second quarter of 2026, followed by the pilot phase from the third quarter of 2026 to the end of the third quarter of 2029.

During the pilot phase, Vietnam will continue to discuss with China the possibility of licensing more products that are eligible for import and export to ensure the project's objectives and effectiveness.

Upon completion, the smart border gate model will facilitate the clearance of selected goods, including fruits and electronic components exported by Vietnam and ASEAN countries, as well as electronic components imported from China.
