Hanoi to pilot multiple digital transformation models

Hanoi will step up efforts to build a modern, proactive administrative structure, and improve the legal system.

Hanoi authorities will test many digital transformation models in municipal administration, said Ha Minh Hai, Deputy Chairman of the Hanoi People's Committee.

  

"Technology is the key for the capital to manage and process administrative tasks easily and smoothly," Hai said at the online meeting to take stock of the activities of the National Committee for Digital Transformation and Project 06 on the development of the application of population data, electronic identification and authentication for national digital transformation.

The meeting was chaired by Prime Minister Pham Minh Chinh on February 6.

 

Hai said Hanoi will continue to review and cut unnecessary procedures, put more government services online and boost the use of cashless payments in the city.

Hanoi will strive to maximize digital platforms, especially four applications launched in late June 2024.

 

People and businesses will have real-time interactive platforms to communicate with the government. Their reports will be processed as quickly as possible.

 

"We encourage everyone, especially sub-municipal and city leaders, to be more proactive in digital transformation and set a good example for others to follow," Hai said, stressing that digital transformation helps streamline the government apparatus.

 

He stressed the importance of the qualifications of civil servants, saying that those who are unable and unethical to serve the public will be replaced. The priority is to solve the problems related to the realization of the government's Project 06 on national digital transformation and the development of the capital into a cultured, modern, and civilized metropolis. 

 

The official reported that the city government has taken measures to delegate powers to subordinate administrations. "Many administrative tasks have been trimmed and the structural organization has been simplified, improving the quality of public services for people and businesses," Hai said.


Digital solutions are also being adopted aggressively with the city government having issued four plans, three directives, and some 1,200 instructions to strengthen discipline and performance among officials, reducing the number of overdue tasks by 12%.


In particular, Hanoi has promoted the development of digital infrastructure and digital applications for the convenience of people and businesses. For example, the city's data center operates on a modern cloud computing technology platform that is connected to 14 of the country's information systems/databases.

 

The city has proactively registered many digital utilities with the government and successfully piloted many others to benefit people and businesses, such as integrating electronic health records into the VneID (electronic ID) application for almost all residents.

 

Hanoi has developed the Digital Capital Citizen application (iHaNoi), where people can use their VNeID account to log in and interact directly with the city's authorities at all levels in a digital environment in a quick and timely manner.

 

"However, some constraints remain, such as the slow processing of administrative tasks in land and resource management, planning and investment, and public property management. There is also a lack of cooperation among sectors, government agencies, and local governments, and some public servants are not competent or ethical enough to do their jobs," Hai said.

 

The deputy chairman pledged that based on the results achieved in 2024, Hanoi will continue to pilot more models in innovation, digital transformation, and under Project 06 to realize the government's policies and directions.

 

Stronger efforts to take the lead in digital transformation


Hanoi must make greater efforts to take the lead in developing the digital economy, digital society, and digital citizens to advance toward a modern society, Prime Minister Pham Minh Chinh urged at the online meeting while reviewing Hanoi's implementation of Project 06.

The head of government called on the capital to show stronger determination, make greater efforts, and take drastic measures in the work. "Hanoi must maintain discipline, strengthen decentralization of power together with resource allocation and audit improvement, prevent corruption and group interests, and strengthen policy communication to build public consensus and trust," Chinh said.

 

The Prime Minister asked Hanoi to ensure that 100% of applications for administrative procedures are harmonized with the National Public Service Portal, 100% of responses to administrative procedures are provided online, at least 80% of dossiers for administrative procedures are digitized, and at least 50% of digitized information and data are used.
